223.1.1 GENERAL RULES AND REGULATIONS DEFINED
23The list of Rules and Regulations below are generalised, which means they must be followed by all employees within the Department at all times. If an officer fails to follow the following rules and regulations to any degree, deliberate or not, they will be disciplined in accordance with Disciplinary Actions (reference 1.5) and to the supervising officer's discretion.

253.1.2 GENERAL RULES AND REGULATIONS
26Employees of the Los Santos Police Department must adhere to the following set of Rules and Regulations which relate to the Los Santos Police Department as a whole, as follows;
27• Officers must respect fellow employees and civilians alike. They must also remain respectful towards all higher ranks, exclusively Command Officers and Staff Officers
28• Officers must NOT abuse their status, power, authority or equipment at any time and must adhere to Departmental Guidelines when handling situations which involve aforementioned aspects.
29• Officers of a senior rank may be either addressed by 'Sir' or 'Ma'am', or alternatively by their rank. Officers of the same or below rank may be either addressed 'Officer', or alternatively by their rank.
30• When in the presence of a Staff Officer subordinate employees must salute them (( salute )) unless the given situation is not appropriate (i.e. felony stop, shooting etc).
31• When requested in any instance, Officers are obligated to provide their badge number ONLY. Officers are not required to provide a name or any other identifying information.
32• Officers are not obligated to request a supervisor to a situation when asked, unless the suspect(s) is disputing his criminal charge(s) (this does not include fines), in which case a supervisor-qualified officer of senior rank or pay grade must be provided. In this instance, officers up to and including the rank of Detective or Sergeant are required to provide a senior supervisor-qualified officer. This responding supervisor will serve as the final responding officer to the disputed arrest call, and no further supervisors should be called if requested. In all other scenarios, if you choose not to request a supervisor to a situation, you are required to inform the complainant that they must forward an Employee Complaint to Internal Affairs Group.
33• In the instance of being asked to answer questions pertaining to the officer's duties (e.g. an explanation of his or her actions; reasons for arrest, etc) by any other agency (e.g. the Department of Justice), the Officer CANNOT answer without explicit permission from the Commanding Officer, Internal Affairs Group. Furthermore, the officer shall immediately contact the Internal Affairs Group to inform them of instances in which they are asked to answer questions in a manner as described above.
34• If sent a deposition or asked to provide information regarding any situation by a private attorney, Paralegal or other private party, Officers are required to first contact Internal Affairs Group and inform them of the request being made, including a copy of all documentation received. Officers CANNOT reply to any deposition or other information request without approval from the Commanding Officer, Internal Affairs Group.
35• Patrol permission issued by a senior officer for a specific patrol automatically expires after two hours OR their end of watch.
36• The barrier, gates and doors within the Department and other government facilities such as the prison must be closed at all times, the last person in or out of either one of them is responsible for ensuring that it is closed and, if applicable, locked.
37• Officers must ensure their patrol vehicle is not damaged whilst patrolling, which may occur after a situation (i.e. pursuit, etc). If the Officer's patrol vehicle is damaged then they must either return it to their relevant station from where it was retrieved and replace it or have the damages repaired before continuing their duties. Officers may wait until the specific situation is concluded before having the damages repaired or vehicle replaced.
38• Officers must have an individual badge number. (( Their badge number is dictated by their LSPD forum ID, found at the end of the URL when you have selected your forum profile )).
39• Officers must not discuss police related business with the media, unless the Officer is ranked Lieutenant I or higher.
40• On-duty Officers not in uniform must have their badge visible at all times if they are located within any Official Police Building (reference 2.5) or the San Andreas Correctional Facility. (( They should not be utilizing /mask. ))
41• Officers using unmarked police vehicles must, upon entering the San Andreas Correctional Facility, notify the San Andreas Department of Corrections of their entrance and vehicle model via department radio.
42• Officers that file a resignation (e.g. via the personnel desk, or via private email) are considered police officers and employees up until the point the resignation is processed, i.e. up until the point the resignation is filed in the relevant "Notice Board" section. As such, until the resignation is processed by a Lieutenant I or above, employees are required to adhere to all relevant departmental (and divisional) policies, as they are still employed by the Department.

443.1.3 GARAGE AND PARKING RULES AND REGULATIONS
45Faction members using the garage must adhere the following set of Rules and Regulations which relate to driving and parking within the Los Santos Police Department, as follows:

55• Officers' privately-owned vehicle(s) may only be parked (( and spawned )) in the designated parking area in the external parking area whilst on duty (( in-game )), as highlighted in the above map of the External Parking Area.
56• Officers may park their vehicles appropriately in the designated parking areas of the Metropolitan Garage, so long as they do not obstruct any Metropolitan Division vehicles.
57• Officers must drive slowly and cautiously in the external parking area, underground parking area and divisional parking areas and not leave police vehicles inappropriately parked.
58• Failure to adhere to any of the regulations, as detailed above, will result in the offending vehicle being impounded. Repeated failures to adhere to the outlined regulations can result in direct disciplinary action being issued.
59• (( Officers may only keep their privately-owned vehicle spawned in the parking area for the duration that they are online. It must be parked through the script (/v park) when they intend to leave the game. ))

613.1.4 FRATERNIZATION RULES AND REGULATIONS
62While camaraderie between employees is encouraged, and a benefit to the department, it is vital that even the appearance of conflict between an officer's professional responsibilities and their relationship with any employee is avoided. Personal relationships include physical or emotional relationships, for example, having a spouse or partner, and familial ties. This is particularly important between superiors and subordinates. The rules are detailed further below;
63• Officers engaged in a personal relationship are expected to take every measure possible to ensure that no conflict of interest arises as a result. This includes having any role in disciplinary regarding an officer, command/supervisor/detective/field training program patrols/assessments, (promotion/upgrade/demotion/downgrade) evaluations or other situations where objective viewpoints are required.
64• If personal relationship proves to negatively impact an employee's ability to act to the professional standards set by the department, then appropriate measures will be taken to amend the issue, including disciplinary action.
65• Failing to report in a personal relationship can result in disciplinary action being taken against the employees involved.

67Any personal relationship that employees have between each-other, regardless of its length, is required to be reported into the department's Internal Affairs Group for record keeping. For more information on how to inform Internal Affairs of this, see here.

69(( 3.1.5 OUT OF CHARACTER RULES AND REGULATIONS ))
70Employees of the Los Santos Police Department must adhere to the following set of Out of Character Rules and Regulations which relate to the Los Santos Police Department as a whole, as follows;
71• LSPD faction members are required to sustain at least 80 percent of the in-game time (including main and alternative accounts) on duty.
72• All LS-RP server/community/forum rules apply. Any violation of an LS-RP rule may result in any number of disciplinary actions, including and up to immediate termination of employment.
73• LSPD faction members must respect both faction members and LS-RP members. You must also remain respectful and acknowledge higher ranks, specifically Command Officers and Staff Officers.
74• LSPD faction members who are punished (warned, admin jailed, banned, etc) via any method (in-game, forum report, etc) by staff must consequently alert the Chief of Police as soon as the incident occurs, with a full explanation, including others involved and the issuing staff member. Failure to report admin punishment will result in a termination of employment.
75• LSPD faction members CANNOT use alternative characters to engage in large scale illegal activities involving law enforcement. This includes, but is not limited to: hostage situations, large scale robberies, large scale shootings, repeatedly and or continuously involving themselves in vehicle pursuits without a sufficient in-character reason, and any situations which involve LSPD or SASD tactical teams (e.g. a barricaded subject incident). Doing so produces a window for metagame, and may result in a termination of employment.
76• LSPD faction members may not purchase faction vehicles without permission from the Chief of Police.
77• Only use mask (/mask) whilst off duty or if your Duty Call sign permits so.
78• Only officers ranking as a Detective, C Platoon Team Leaders (and above) when operating as such, Operators of Special Weapons and Tactics when operating as such, Internal Affairs Investigators when operating as such and Lieutenants + may utilise the Detective commands (i.e. /acu, /trace, etc)
79• Transfers by LSPD faction members to other government or law enforcement factions are permitted, but must notify the Chief of Police as soon as the transfer request is posted (which results in an immediate termination).
80• LSPD faction members must return their police vehicle to the station in perfect condition OR despawn it (damage it until it despawns - excluding air vehicles - or /respawncar) so that the vehicle respawns in the case that they are going off duty. In the case of despawning the vehicle through damage, it must be done out of public view.
81• LSPD faction members that wish to name change must request a name change by posting here, and once approved, may name change. Faction members must wait for approval prior to a character kill.
82• LSPD factions members are permitted to join a single callsign channel to speak with friends, etc, but at the request of the highest ranking designated callsign user should vacate the channel upon request without hesitation.
83• LSPD factions members cannot identify or distinguish themselves through role-play means (in-character/IC) to be a part of the “LAPD†or “Los Angeles Police Department†while meaning the “LSPD†or “Los Santos Police Departmentâ€, neither can they refer to locations from LA, e.g. “Inglewood†while meaning “Idlewood†- this rule is enforced for every official faction, including members of these factions which must follow this rule strictly or they may face disciplinary actions.
84• Usage of /copuniform for the purpose of having an SASD skin (IDs 7, 8, 9 and 10) is strictly prohibited and will result in admin punishment for powergaming and removal from the faction.
85• LSPD faction members do not have access to sirens (/siren and /siren2 commands) in their private vehicles whilst off duty. Command Staff, aswell as CNT and SWAT members, are exempt from this regulation in which they can use siren in circumstances requiring it.
86• Use of /siren (custom siren object) on vehicles with preexisting lightbars (including the LSPD cruiser, Enforcer, etc) is prohibited.
87• Under NO circumstances is it acceptable to EXECUTE/FINISH a brutally wounded player (suspect OR faction member) for either an in character OR out of character reason.
88• The imprisonment (/prison) of suspects from the seat of your vehicle is forbidden practice. Police officers are expected to escort their suspect into the processing room and imprison (/prison) them from there.
89• Faction members may NOT set their vehicle plate (/setplate), with the exception of faction members with authority conducting covert operations in unmarked vehicles, or with authority from a Staff Officer.
90• Faction members MAY respawn their car (/respawncar) upon ending watch OR switching to another vehicle. You CANNOT use /respawncar as an alternative to pay and spray, but MAY use it to respawn your current car and then switch to another already spawned vehicle.
91• Using any arrest calculator other than the one approved officially by the Los Santos Police Department is at the officer's discretion and risk. Officers will be liable for internal disciplinary action if a mistake occurs while using an unofficial calculator.
92• As a member of the LSPD you are expected to roleplay your character accurately, show good character development and portray your character to the best of your ability. To this end you are expected to adhere to realistic boundaries for your character. See the following guide here for information on how to maintain a realistic age. There are other guides available and you should endeavour to meet the standard set forth by this rule
93• LSPD Faction members who have the civilian version of the Detective job may not use Detective related commands while on duty or while acting in the capacity of a police officer.
94• Officers shall not utilize their radio (i.e. /r or in-character Teamspeak channels) when in a body of water. The only exception to this are D Platoon operators utilizing diving gear.
95• Officers cannot set their spawn location to Pershing Square (i.e. /setp 1), unless they are: a command or staff officer or a member of C Platoon, D Platoon, any Detective Bureau division (excluding USD), IAG (Investigation Division), or RED (only when performing RED related duties, i.e. department interviews).
96• Officers that file a resignation (e.g. via the personnel desk, or via private message) are considered faction members up until the point the resignation is processed, i.e. up until the point the resignation is filed in the relevant "Notice Board" subforum. As such, until the resignation is processed by a Lieutenant I or above, faction members are required to adhere to all relevant departmental (and divisional) policies, as they are still considered faction members.
97• Faction members may not begin OR respond to topics (e.g. discussions) in 'Faction Management Public', on behalf of the faction unless they have explicit permission from the relevant Staff Officer (e.g. a reply to a discussion on behalf of the faction regarding detectives would require approval from the Chief of Detectives prior to posting). If the response/topic is not tied to a specific Bureau, the faction member must obtain permission from any Staff Officer prior to posting if it is speaking from the standpoint on behalf of the faction.
98• LSPD faction members are required to use the abbreviation of their callsign on marked vehicles (i.e. STAFF 1, 2-A-1, 5-T-4) through the use of /carsign. The only exception to this are AIR (Police Maverick, Dodo, Maverick, Leviathan) and MARY (HPV/FCR) units.

100(( 3.1.6 FORUM RULES AND REGULATIONS ))
101Those who are privileged to have access to the forums must adhere the following set of Rules and Regulations which relate to the Los Santos Police Department forums, as follows:
102• All LS-RP server/community/forum rules apply. Any violation of an LS-RP rule may result in any number of disciplinary actions, including an immediate termination of employment.
103• No flaming and/or insulting others (includes discrimination, racism, homophobia, etc).
104• No advertising.
105• No spamming unnecessary information.
106• Posts must be English only.
107• Keep the size of signatures respectable. The signature can only be 350px of height, including pictures and text.
108• No posting to warez, whether that be through a search engine or not.
109• Posting of grotesque or inappropriate videos (pornography, etc).
110• All information contained within the restricted areas of these forums must not be leaked.

112(( 3.1.7 PARTICIPATION IN PUBLIC MEDIA ))
113• It is expected for faction members to uphold themselves to the standards expected of the server at all times, including the adherence to server rules and maintaining an acceptable level of role-play. This is particularly true when recording or being recorded in any way, shape or form.
114• If a faction member is found to exhibit behaviour which goes against these expectations, then administrative action will be taken, including removal. Ultimately, any violation carried out by a member of the faction not only reflects negatively upon themselves, but the faction as a whole, and must be addressed promptly.
115• If you are unsure whether or not releasing any such media may have any negative ramifications, then forwarding the content for review by the Chief of Police is advised.

117(( 3.1.8 LIVE STREAMING POLICY ))
118If faction members wish to engage in live streaming, for example through Twitch TV, they must follow the following guidelines;
119• Mandatory [STREAM] / [LIVE] TeamSpeak tags
120• /f chat must be turned off (/togfam)
121• 30 seconds live delay
122• If Supervisor, chat must be cut off during supervisory requests
123• If Detective/USD, no DB callsigns are allowed to be streamed, all DB related radio frequencies must be togged off as well (/togr)
124• If SWAT/C Platoon, no Metropolitan callsigns are allowed to be streamed (incl. deployments), all Metropolitan radio frequencies must be togged off as well (/togr)
125• Must have a bind to cover the chatbox with some sort of an overlay
126• Streaming during any large situations, such as bank robberies and hostage situations, is not allowed for any rank (if in doubt, ask the Incident Commander/highest rank)
127• Must stop streaming if asked by Command+

129(( 3.1.9 USAGE OF PANIC ALARMS ))
130• On duty Police Officers have access to a panic alarm button, which is located both on their radio and within their vehicle. Once the panic alarm has been activated, an emergency transmission will be sent to all available officers.
131• This panic alarm can not be used off duty, unless the Off Duty Officer is ranked Lieutenant or higher.
132• The panic alarm must be sent using the Headquarters command (/hq), and must NOT contain a location.
133• The following format should be used for all panic alarm transmissions: *Panic Alarm activated by First-name Last-name*

242• May grant the use of the Less Lethal Shotgun to an officer (Specifically in brawls / civil disturbance scenes)
243• May grant rolling deployment for HENRY in pursuits that need it.
244• May grant rolling deployment for HPV 1000 bikes in pursuits that need it.
245• May grant rolling deployment for FCR-900 bikes in pursuits that need it.
246• May grant rolling deployment for Police Predator Boats in pursuits that need it.
247• May authorize the use of toll emergency (the locking of all tolls simultaneously) if the situation demands so, but must make an effort to release the tolls as soon as the threat is no longer imminent or situation is concluded.
248• May use LSPD RESCUE 5, the Enforcer parked in the Headquarter's garage, for use during pursuits with heavy weight vehicles.

257• May grant rolling deployment for HENRY in pursuits that need it, in the absence of a Sergeant I+.

Worn only during Citywide Tactical Alerts, or when appropriate for the Metropolitan Division.

The SIW should be holstered in your Sidearm Holster 3.3.2/2 at all times, with the safety lock applied when not in use. All officers must carry their SIW at all times whilst on duty.

Once the gun is fired at a suspect within 10 meters the barbs will enter their body and will administer an electric shock of up to 10,000 volts until the trigger of the taser is released (up to 6 seconds) and causes temporary paralysis.

540The policy below denotes guidelines and requirements of officers that intend to go on either full or partial absences. It is important to understand that the following policy may be accustomed to each particular officer depending on the reasoning of the absence. Absence Policy as follows;

542• Officers must file an absence if their Period of Inactivity exceeds SEVEN DAYS. Officers without absences are given FOURTEEN DAYS before they are liable for a TERMINATION OF EMPLOYMENT (( inactivity ))
543• Period of Absences must not exceed TWENTY EIGHT DAYS. If the Period of Absence exceeds this number, the officer shall post a RESIGNATION and may reinstate when they are able to return to their duties

546Absence Reports must be filed within the respective records office depending on your rank. For Police Officers, Police Sergeants and Police Detectives this is the Absence Reports Records office. If the Length of Absence changes during your absence, you must update your Absence Report or file for a Resignation.

553(( 3.5.4 ACTIVITY ENFORCEMENT ))
554The Los Santos Police Department firmly enforces activity by means of the department's disciplinary procedure. The department conducts TWO CHECKS on ALL OFFICERS per MONTH — one on the FIRST (1st) of each month and one on the FIFTEENTH (15th) of each month. If a member is found to be below the activity standard they shall be issued with an ADMONISHMENT for INACTIVITY. If activity in the next check is still below the required standard, a TERMINATION OF EMPLOYMENT shall be issued.

556If a faction member is issued an ADMONISHMENT for INACTIVITY at the first check (1), meets requirements at the second check (2) but fails to meet the requirements at the third check (3) then a TERMINATION OF EMPLOYMENT shall be issued. This clause only applies up to one check after the initial check.

583• Off Duty Police Officer IIs may carry their SIW as they receive their personal firearms license at this rank through the Law Enforcement Officer Licensing System. They are subject to the full guidelines as detailed in the Law Enforcement Officer License section of the Licensing Desk.
584• Off Duty Police Officers may NOT respond to 911 calls but may provide assistance to on duty Officers if emergency assistance is required and they are; in the vicinity and/or there is no further backup on scene.
585• Off Duty Police Officers may NOT conduct an arrest, however they are able to detain a suspect until an officer arrives on scene. The Officer must identify themselves as a Law Enforcement Officer prior to engaging in detaining the suspect, and may use their police issued cuffs to aid them.

When placed on Administrative Leave, Police Officers will immediately be required to turn in their standard issue weapon (SIW), badge and police issued handcuffs (and any other police equipment), and will not be able to conduct any duties related to the police department, including but not limited to patrol or administrative duties. While on Administrative Leave, Police Officers must adhere to a set list of regulations.

6613.8.4 TEAMSPEAK AND LSRP SERVER RULES
662Teamspeak acts as a type of in-character communication in the form of a police radio. There are three circumstances when Teamspeak may be used instead of the in-game radio. Typically, Teamspeak should only be used as a last resort to being unable to type. Every effort should be made to use the in-game radio when possible.

664Central - Central is IN CHARACTER and MUST ONLY be used to call in active emergency situations when you would realistically be able to make your transmission, but unable to because you are moving or actively shooting and typing would unrealistically disadvantage your character. Central may also be used by supervisors for the purpose of situation management during large scale situations.

6873.8.6 TEAMSPEAK SERVER UNAVAILABILITY

This may be a result of a variety of reasons, including but not limited to maintenance, DoS attacks, server instability etc. Provided the main LS:RP server is still running, faction members will be required to adhere to the following rules and regulations.

690If the Teamspeak server has been down or unstable for at least 15 minutes (or is otherwise experiencing consistent down-times or instability which results in harming police communication), the highest ranking officer on-duty will be required to make attempts to contact any Command Officer to assist in setting up the LSPD Backup TeamSpeak server. This can be done via forum PMs, in-game or any third party programs that are used for communication.

692During Teamspeak down-time, the following guidelines must be adhered to at all times. It is the responsibility of supervisors to ensure these are being adhered to:

694• Every faction member (excluding CO and SO) MUST partner up. Three-man patrols may be authorized if necessary.
695• Initiating vehicle or foot pursuits should only be done if necessary. Pursuits should be avoided and an APB/Warrant placed if feasible.
696• Driver roles include driving, aiming and using the firearm when out of the vehicle.
697• Passenger roles include communicating at all times (standard in-character radio procedure, updating on vehicle/foot pursuits), opening fire from a vehicle if necessary.

7143.9.1 OUT OF CHARACTER CORRUPTION RULES DEFINED
715Out of Character Corruption Rules provide a clear set of permitted types of corruption which the Los Santos Police Department agrees is acceptable and/or within proper roleplaying means. This includes the possession of any and all degrees of contraband, as listed in the Out of Character Retention Rules. All cases of Police Corruption will be dealt with by Internal Affairs and/or Staff Officers, as appropriate.

736• Possession of controlled substances in any number (with the exception of officers role-playing drug addiction, where they can be in possession of no more than 50 GRAMS).

739It is abuse of your position as a member of the faction to be storing any form of contraband obtained while in the faction. If found to be in possession of any such contraband, you will either be terminated on grounds of OOC corruption, or other suitable in-character avenues of punishment, including arrest.

741You are to make sure that when confiscating any form of contraband, that it is immediately removed through the suitable in-game commands (such as /dropgun, /takedrugs, /takematerials, /takeweapons). If you hold contraband from a past character, you must either completely remove it, or transfer it to an alternative character via administrator assistance.
