48As an officer of the Los Santos Police Department you are a representative to the public therefore the foundation of your work on the frontline is expected to be based on the principles of CPR. Courtesy, Professionalism and Respect. Successfully maintaining these principles shows the public that we are in touch with society and most importantly, that we care. However CPR should not only be applied when in the public eye. You have a responsibility to uphold these principles to your colleagues and the other government agencies, the Sheriffs Department and Fire Department. Working in the LSPD can undoubtedly cause stress but that should never be used as an excuse to drop the guidelines of courtesy, professionalism and respect. It is in times of pressure when CPR will serve you the most.

236Male - male officers shall keep their hair properly trimmed at all times and shall be styled appropriately and professionally in line with the Department's professional image. The hair shall be moderately tapered and shall not extend below the top of the shirt collar nor cover any portion of the ear. Hair may be dyed to neutral colors.
237Female - female officers in uniform shall arrange their hair so it does not extend below the bottom edge of the shirt collar and shall be styled appropriately and professionally in line with the Department's professional image. It shall not interfere with the officers vision and shall not be arranged in a way that would be advantageous for a suspect to grab, such as in a ponytail. Hair may be dyed to neutral colors.

2511.4.3/1 The Los Santos Police Department requires each officer to wear a uniform, referred to as the Standard Duty Uniform, which is assigned to you when you are first enrolled into the Department. Exceptions are made for covert units such as Police Detectives to conduct their duties using casual civilian clothing. Specialized units may also require a specific Duty Uniform. The list of clothing under each title below demonstrates which layer the particular garment is warn. For example, the duty shirt comes below the field jacket, which indicates the field jacket is the up post layer of clothing with the duty shirt underneath.

3341.4.4 SERVICE STRIPES
335Police Officers of the Los Santos Police Department have the ability to display their length of service in the form of service stripes, positioned diagonally on the lower portion of the officer's left sleeve, above the cuff.

3561.5.1 DISCIPLINARY ACTIONS DEFINED
357Disciplinary Actions refer to courses of action taken by senior officers and supervisors on junior officers as a punishment for a violation of the Department's rules and regulations. There are seven possible courses of action available, all issued depending on the severity and the frequency of the occurrence or wrong doing. Note that not all disciplinary procedures go chronologically - you can immediately be suspended or terminated with no prior disciplinary actions against you if deemed necessary.

359Further actions that may not be noted here may be put into effect if a Staff Officer deems it appropriate.

3611.5.2 ADMONISHMENT
362An admonishment is a reprimand which can be issued for minor misconduct or insubordination. It is informal and the least severe penalty that can be imposed. An oral admonishment will usually be the first action taken against an officer. This action will not be formally listed on the officer's record, although a note will be added for reference.

364When issuing an admonishment, the supervisor will inform the employee of the specific infraction or breach of conduct carried out, and exactly where and when it occurred. The employee may also be given the opportunity to explain his/her side. The supervisor will then inform the employee that further violations will result in formal disciplinary action.

3661.5.3 OFFICIAL REPRIMAND
367An official reprimand is the first stage of formal disciplinary action that can be taken against an employee. An official reprimand is used in instances of moderate misconduct or insubordination, or repeated lesser violations. It may be used for a variety of instances, where action more severe than an admonishment is required.

369While the initial issuing of a reprimand may be done in person, whereas the supervisor explains the breaches of conduct made, the reprimand itself is issued in writing, with the reasons for issuance specifically cited. This action is documented on the employee's record, with the employee also being notified that any further violations will result in more severe disciplinary action. Employees may also dispute this type of action, and may forward their grievance through a report to the Board of Rights, Internal Affairs Group.

3711.5.4 REVOCATION OF VEHICLE RIGHTS
372A revocation of vehicle rights is formal action that involves the removal of an officer's ability to drive any duty vehicle. This action may be issued when employee misconduct or insubordination involves the direct usage of duty vehicles, and revocation of their usage would be suitable corrective action.

374Suspension of vehicle privileges may only be used as an enhancement to other stages of formal disciplinary action; official reprimand, suspension, demotion/downgrade and final warning. In addition to carrying out the standard procedure for issuing the formal action, the employee will also be notified of the period of time in which they will not be allowed to use duty vehicles. This enhancement will also be notified on the employee's record alongside the core action.

3761.5.5 SUSPENSION
377A suspension is formal action that places the employee on non-duty status for a period of time. A suspension is considered severe disciplinary action and is issued for significant misconduct or insubordination. Ordinarily, a suspension is the final step in the disciplinary process before removal. While suspended, an employee is unable to perform duty work, but may adhere to off-duty rules and regulations.

379A suspension will be listed for a set period of days, including when it ends. Officers that resign during the course of a suspension are liable for a termination of employment.

3811.5.6 DEMOTION/DOWNGRADE
382Demotions or downgrades are serious formal actions, and are usually considered in place of removal from the department. A demotion is where an employee is reassigned from his current rank/class to a lower rank/class. A downgrade results in the officer being reassigned to a lower pay grade within their current rank/class. Demotions or downgrades can be accompanied by a suspension.

3841.5.7 FINAL WARNING
385A final warning is imposed upon officers and stipulates that any disciplinary action taken against them during this period will lead to a review of their position in the department. A final warning is issued for significant misconduct or strings of repeated violations, whereas an employee's record has cited multiple disciplinary actions. A final warning is in place for a set duration of time, usually a minimum of one month, and may be issued alongside any other formal disciplinary action.

387When a final warning is issued, the employee will be informed that his position will be reviewed upon any other instance of disciplinary action being taken, alongside the final warning's duration.

389Officers that resign during the course of their final warning duration are liable for termination of employment. They may also have the fact that they resigned during the course of their final warning held back against them when a reinstatement is attempted (e.g. the employee may potentially be denied a reinstatement as a result). In addition to this, final warnings can be extended at the discretion of the issuing supervisor in instances where the employee has not served during his final warning (e.g. an employee that has been issued a one-month final warning, and proceeds to go on full absence for one month, may have their final warning extended). As such, employees are heavily encouraged to communicate with a staff officer prior to (attempting to) filing a resignation. (( This applies both on an in-character and out-of-character level. ))

3911.5.8 TERMINATION OF EMPLOYMENT
392A termination of employment is the immediate end of an officer's position, where the officer is involuntarily removed from all roles within the Department and is no longer considered a Law Enforcement Officer. Each termination of employment is heavily considered prior to its issuance. Removal from the department may be considered after repeated cases of serious misconduct, where no other form of action is considered possible. Actions that show a flagrant disregard for the rules and regulations in place, or are incredibly serious or criminal in nature may also result in removal on the first offence.

394Other incidents may also warrant an employee to face termination, including failure to complete the Field Training Program, or other reasons where their continued employment is no longer tenable. In these exceptional cases, a termination of employment may be on voluntary grounds.

3961.5.9 REFERENCING PREVIOUS DISCIPLINARY ACTIONS
397As of 2 February 2014, the list of disciplinary actions underwent a series of alterations, including entire reclassifications. As such, when referencing these actions, make sure that you refer to the following list on their equivalent present status:

403Administrative Leave is a temporary leave from an employees duties, and is not considered to be (punitive) disciplinary action. During the course of Administrative Leave, the employee keeps his or her pay and benefits intact. A police officer being placed on Administrative Leave does not necessarily imply fault on the part of the officer.

405Employees are placed on Administrative Leave for a variety of reasons, including (but not limited to):

407• Conduct by the employee that is criminal, extremely serious in nature, and or creates potential harm to the officer or others
408• The employee is considered to be unfit for duty due to physical or psychological reasons (for example intoxication, an officer-involved-shooting incident, pending psychological review, etc)
409• Situations involving allegations of behavior or conduct which make it in the best interest for the employee and or the department that the employee be placed on Administrative Leave.

411While police officers are on Administrative Leave, they must adhere to Administrative Leave Regulations (reference 3.7).

4131.5.11 ACTIVE STATUS OF DISCIPLINARY ACTION
414All formal disciplinary action taken against an officer may be factored into any assessment for advancement or as a basis to issue more adverse disciplinary action in future scenarios. Each level of formal action has a set time period where it may be used against an employee in any capacity, including divisional assessments.

416• Official Reprimands may be used against an employee for any purposes within a period of 14 days from issuance. (( 28 days if OOC. ))
417• Suspensions may be used against an employee for any purpose within a period of 28 days from issuance. (( 28 days if OOC. ))
418• Demotions/downgrades may be used against an employee for any purpose within a period of 28 days from issuance. (( 28 days if OOC. ))
419• Final Warnings may be used against an employee for any purpose throughout the entirety of its duration only.

421If an officer carries out repeated instances of similar misconduct, these limitations may be disregarded upon review by a Staff Officer.

423While not formal disciplinary action, an admonishment may only be used against an employee for the purpose of more adverse action within a period of 14 days from its issuance. (( 28 days if OOC. )) Admonishments cannot be used against an employee in any other circumstance e.g. an assessment for advancement.

4251.5.12 APPEALING DISCIPLINARY ACTION
426All sworn employees have the ability to dispute disciplinary action issued against themselves, and may file a formal appeal, pursuant to the policy and procedures outlined in the Internal Affairs Desk.

428If an employee intends to dispute the issuance of a Suspension, they may do so prior to the action's issuance. In this situation, the employee and disciplining officer must carry out the following actions:

430• Upon being informed of facing a Suspension from duty, the employee must state their intention to dispute the action issued.
431• If this intention is stated, the disciplining officer cannot immediately impose the suspension issued, with it being placed on hold. However, if the disciplining officer is issuing a suspension in response to a situation which would otherwise involve a clear threat to life, imminent bodily injury, or other exigent circumstances, the suspension may be issued immediately. (( This extends to suspensions including notable OOC misconduct, such as abuse of faction commands and rule-breaking. ))
432• The disciplining officer is then required to file a disciplinary report within 24 hours, as standard.
433• The employee is required to file a disciplinary appeal to Internal Affairs Group within 24 hours. If they fail to submit the disciplinary appeal within this time period, they will lose the right to appeal the suspension, and it may be issued by the disciplining officer.
434• The Assistant Chief of Police will conduct a preliminary review of the appeal, and rule on either the suspension should be issued without a Board of Rights hearing first.
435• If the Assistant Chief of Police rules that the suspension will may be issued prior to the hearing, the disciplining officer will be informed, and will be required to carry out the disciplinary action. The disciplinary action will then be forwarded for a Board of Rights hearing, unless the disciplined party rescinds their appeal.
436• If a preliminary review of the incident results in further deliberation being required, a Board of Rights hearing will be conducted, as per standard disciplinary appeal procedure.

438The ability to dispute a Suspension in this method only applies to action issued by a Police Sergeant, Police Detective or Police Lieutenant. Police Captain, Police Commander and Staff Officer suspensions, or suspensions approved by a Staff Officer, can not be put on hold. An officer can not appeal a suspension of indefinite length, of which there is a pending investigation.

440If an employee chooses not to immediately appeal a Suspension, they may still appeal its issuance after the fact, within a period of 30 days.
