25Important to note is the distinction between Kilnholdt and the Isles, which I'm sure you are all more than aware of. However, I can easily see how the Isles might somehow lack the stability that was envisioned in the premise and original drafts of what the Isles are "supposed" to be. All it takes is a couple of prospective players not willing to play nicely with one another and cooperate with the Senate / central government. Will there be an efficient and effective way to combat this - placing trusted members in designated positions with the help of staff? Or is there a clause in the Laws that can determine how to handle arguments and actual drama that often does come with a community of this age and size?

29The law document is more about the opportunity to have a Senate and how its constituted. The only part of it that should be made canon lore is the idea of it, instead of calling it a Senate (which i know is an issue) we can name it a boule, that would be more greek. In lore it only has to be mentioned briefly that there is one, its more about legislation. As for the government i think the oligarchy of monarchs is one that can work along side this, that is the executive branch that does the day to day running of the nation. The Boule is something the nation head at the time can choose to allow to operate or not, that way we maintain an arrangement so that when a new nation head comes they dont need to obligate to it, simple mention that "The High King often allows for a Legislative Boule to operate an make laws for the nation".
30Those first laws themselves should be a practical guideline for constituting the Boule, I don't believe it is necessary to have it canonized, as the likely circumstance is that it may need to change in the future OR when a new nation head ascends and the other Kings and Queens still want a Boule, they can come to an arrangement with the new one to maintain all the current lore.(edited)
31So yeah a breif mention of a "Boule" in lore is probably the best option, that way it can be open for interpretation.

43On the islands and cities, since I assume each island will have at least one town (or at most, depending on server population), would it be safe to consider this a thing that will be for the playerbase to decide or should we start to get a foundation for what kingdoms there ought to be?

99not sure if this has any relevance as to what you were asking but i was looking into a system to look after the noobs in the nation. It sort of mentions the preisthood and the university/ academy. Bare in mind i dotn like writing stuff so its condensed and rushed, so if anyone ever wants to take it and make it a bit better then thats good with me. But this was just an idea i wanted to run with when looking after the noobs
100The great chapters of Gennaia: Alós (Mind), Táhros (Body), and Névma (Spirit). The Chapter house of Alós was established by the Artisans and Apprentices whom sought to save the Archive of Alós in 109AB. Alósian scholars knew of the prophecy that foretold the destruction of Alós, and they were prepared when the time came. As the volcano on the island began to stir, a great exodus ensued and most of what remained of the Alósian archives were moved to Falkynthos, the building that once housed this library has since adapted into the Chapter Academy of Falkunthos. The island of Alós now resides at the bottom of the Gennain sea, but its culture endures today. The Chapter House of Alós respects most reverently the mind, the ability to be strategic in command whilst having studies and logic support their principles. Most of the alumni of the Chapter House of Alós are great dreamers and thinkers, having the audacity to achieve great feats of construction, ideas, and strategy. You do not have to be clever to be in this chapter, just a will to be decisive and well thought out. As the most creative chapter, you will most likely find great commanders/ leaders and artisans in this chapter. Most of the Kings and Queens of Gennaia have passed and donned the ring of Alós on their fingers when they ascend the throne.
101The Chapter House of Táhros is named after Táhros the Almighty, and although having been defeated in battle against Queen Miniveera of Kastravos, he is renowned for his perfection of strength and the ideology of perseverance. Queen Miniveera was a cruel monarch, and her short but turbulent reign had driven most of her subjects into petty crime and despair. When she would dine on a great feast, the city below would only heart the weeping of the starved. Táhros, a general at her command began an insurgency against the Queen, having lost his wife and child in the famine and disease. He called the common people to arms, and led the fight in Kastravos, legend tells that whilst every man and woman killed another in one moment, he would kill five. It is therefore right that his statue in Falkynthos reflects the strength and masculinity, and whilst this Chapter House appeals to many young aspiring boys, many girls have passed its halls that have shown perseverance, even in the face of scrutiny and sexism. Táhros won every battle but the last, and whilst the Queen was never deposed, his impact resonated upon the successors of Kastravos. No greedy deed goes past without thinking of the perfect warrior-general, Táhros. Bravery, strength, willpower, and endurance/ perseverance, these are the principles that guide many to the Chapter.(edited)

The majority of the High Priests/Priestess's of Sjilea since the second calling have come from the Chapter House of Névma. The chapter House of Névma commonly represents spirituality, tradition, history, and Gennaian culture. This chapter has great influence on the Priesthood of Sjilea, and aims to preserve the Gennaian custom above all. Throughout the chapters history, great men and women have come and gone, extremist in both political and spiritual thirst thrive. It is in this chapter that politics and religion are almost indistinguishable, and the motto of the house since the Second Calling is: "Should Sjilea Ever Return". A constant reminder that everything that is done under this chapter is to preserve and celebrate Gennaia. The name Névma comes from High Priestess Névma who established the chapter. She believed that spirituality is the core of Gennaian custom, people should not be judged on hereditary terms, but on feats of daring and audacity just as Sjilea's domains dictate. Those of this chapter are not only reverent and pious, but also wise and brilliant talkers. A person who graduates from the Chapter House of Névma doesn't necessarily become a priest, you can often find them going out into the world and spreading stories, enticing people with their public speaking, and great advocates to monarchs and even leaders in foreign lands.
103The chapter colours of the individual houses: Alós = Gold, Táhros = Silver, Névma = White. Everyone who graduates from the chapter often dons a piece of clothing to represent their chapter house. In a time of unity and a display of authority, all the Chapter Houses order that they be united in the colour of scarlet red. Chapter houses often compete with one another on dares and ideologies, and in the Gennain spirit they do not seek conflict but a way to celebrate a long standing tradition of Gennain culture.

Each chapter is governed by the High Priest of the Chapter (who can be appointed as High Priest of Sjilea upon the order of the High King or the Regent of Falkynthos [if the high king position is vacant]), Head of the Chapter (often a student or Alumni who has been elected in a boule of the Chapter) and the Chapter Prefects (appointed by the Head of the Chapter and works directly for him, and often teach lessons).

128This was a thing we discussed in a meeting, we wanted to make sure noobs were looked after in the capitals. Removing the idea of noob towns, and giving that job to the naiton head and the capital. The noob system I'm thinking 'prepares' you for the server (this should likely only last two-three days) then after the system helps noobs find a town to join. You do not neccesarily graduate at this point, to advance in the system you would need to return (on a server event basis) after moving to your new town.

171Noobs wont really need to know that anyways, their first lessons are about server mechanics, i (personally as nation head) would try to do one of those daily (at peaks times) if there are noobs that have joined that day, the main job of the academy is the server mechanic side and maybe a little gennaia lore, in the mean time I would contact the monarchs letting them know that there is a noob available. The chapter system is more or less for established players. That's the non-obligatory system to have some sort of event. Noob lessons are separate to chapter lessons is what im saying. I would prefer if noobs are sorted into towns before they attend chapter stuff. (we would probably have a gennaia rp thread to outline shit like that on the forums)

181Regarding the "first laws" and the constitution, I agree with Red that it should only be briefly mentioned to allow flexebility. However, I disagree with the obligarchy of kings alongside the "boule", not because we don't need an executive but rather because the High King should choose his cabinet, regardless if all kingdoms are represented. That's why the boule exists; to ensure the kings and queens sovreignty (read Town Rights) is not violated.
182As I've been writing the contsitution, and the senate within, the main ideas have always been to create an institution that ensures proportional and democratic representation, that is able to hold officials accountable, and to complement and improve the current cookie-cutter model of governance (Nation Head + Government and Nation Meeting). The major flaw with having the Nation Meeting act as this institution is that descisions can be made without everyone getting a say on the matter, since the Nation Head's timezone more often than not dictates when the meeting is held. The second issue is that people can be added to the Cabinet and never have to face the citizenry and their critique, an issue we had great problems with in Roreg.

184When it comes to "rowdy" players, we have planned to implement a judiciary headed by the High Priest/ess of Sjilea with a rotational jury of Senators from Kingdoms other than the offender. How we'd enforce these rules is very much unknown, but I'd imagine serious offenses would include some form of light social exclusion, like being banned from the boule.

192From what I understand - each island has a senator they send - depending on pop, +1 senator each, each island has a King. Unsure how the King is elected - regularly cycled or voted in? Once a King is elected, they become the High King, and oversee the nation and are responsible for Falk? Or is it Falk's High King is just the High King and nobody else is the High King except for the one that resides in Falk?(edited)

250The idea I really wanted to encourage was a moderator working towards managing the city itself, allowing the High King to do political affairs while still ruling from his own home kingdom and traveling to Falkynthos when the Kings meet. The King of Falkynthos [the kingdom] could in this case be a playable NPC by the nation moderator managing the town / assisting newbies (like moderators should do), and allows the King of Falkynthos to actually be a quest-giver for people to encounter and interact with!(edited)

252The idea that Tristan and I were discussing is essentially what Xathas wants, sans a regular player running the capital. The King of Falkynthros under Xathas's idea is a moderator controlled NPC that gives out quests and handles the capital. So essentially an active quest giver and an all the time roleplayer as the King of Falkynthros.

As for what is done with the city, I think it best to just leave it for the nation head to decide as it has been done previously. The thing is for any nation we should try to avoid making the decision for the nation head for them. In lots of circumstances it can ruin their authority. Therefore being able to represent his own interests in the Boule. Similar in how the pope is also the Bishop of Rome, and the person who is the Bishop of Rome is always the Pope. The thing that begs the question is that if you install someone else as King of Falkynthos who is not the high king, it can become a conflict of interest, if the High King and the King of Falkynthos does not get along, then that's difficult absurdity. Things like this can be decided by the nation heads themselves, its up to them to delegate the position if they cannot do it themselves.

The High King is responsible but not limited to: the Kingdom of Falkynthos and the Capital, the day to day running of the nation and ensuring each Kingdom has a working Government, Foreign policy, the national treasury, his own council (I've been referring to it as the First Council), the military...etc.

261The way I hade planned for the nation head of Gennaia to be appointed is that an elector is sent to represent the Kings and Queens (unless the King or Queen goes themselves). After the candidates are sifted through by admins and moderators, the candidates are summoned to falkynthos to speak before the 8 electors (Falkynthos' elector is left in the last will of the previous High King). Each of the electors come with their own agenda and criticize the individual's characteristics and political policies, they literally ask questions to each individual and they try to draw a consensus with each other and the candidate in order to form a competent government. The High King would need the backing of the Kings and Queens as well as their belief of his confidence in the Boule. Once a general consensus is reached, the electors can grant permission for the candidate to ascend the High Throne.

The Kings and Queens will 'interview' each candidate (more like interrogate) and see how to fit they are to be their hero and champion of the nation.
