Matthew Lowery, 24, is a known former career cop within the State of San Andreas with previous employment within the San Andreas State Police and the San Andreas County Sheriff's Office, from which he has been honourably discharged in both cases. Currently, he is employed by the State and works as an Investigator within the District Attorney's Office. he is currently involved in a relationship with Nathaniel Cross for three years.

Lowery was born in Detroit, Michigan. He was raised in the so-called neighbourhood of Von Steuben together with her sister, Gabriela Conway (16). Conway grew up in the uprising scene of local street racing in Detroit, therefore found herself hanging out at this kind of events, whether legal or less legal, and this contributed steadily to her passion for old muscle cars (her first car was a rusty blue '68 Camaro with manual transmission).

By the time he achieved her driving license, Andrew got himself dragged into the local street racing scene as a player for the following years to her final senior high school year and, thanks to her step-father's help, he succeeded in making it out of it through police cooperation throughout a full blown investigation against the local street racing crews who were suspected and confirmed of smuggling major amounts of illegal firearms, narcotics and even unlaundered money through a scheme that allowed those to launder the money through the purchase of expensive exotic vehicles executed by a front dealership. Conway supplied information to the local Police Department of Detroit in accordance to a plea deal to be exonerated of a manslaughter charge pressed against her by the family of a fellow friend and racer, namely Dylan Lancaster, who used to ride as Andrew's co-pilot during most of the events — during one of these, Conway was driving when he crashed with the right side of car into a pole at high speed, given a failed drift attempt, which resulted in the unintentional death of Dylan who suffered fatal injuries. Given her cooperation with the local law enforcement force, the State Attorney's Office offered her a deal: from manslaughter to reckless driving and damage of city property, sanctioned through a three-month license suspension and a substantial fine. Her record was sealed in addition to that.

What actually happened in the day when Dylan died was no secret to her parents, who decided he would be better off on her own after the investigation came to an end. This resulted in Conway moving to San Fierro after graduating law school in Detroit with a degree in Criminology and Criminal Justice (thanks to her biological father, who had split with her mother by the time he was 16, and her mother re-married a few years later) and, once again, this with the help of her biological father who reconnected with her in the said city, following the events of Detroit, he went to the SF Police Academy and succeeded into being a sworn police officer. he was ranked as a Senior Police Officer at the time and, given her life experience and degree, chose a career path within the Office of Criminal Intelligence, starting as an uniformed officer, then succeeding to intelligence officer (position which offered her the opportunity to be detailed to certain cases if the detectives-in-charge requested and/or approved such a request in numerous divisions of the OCI).

In San Fierro, during a beat patrol on an overtime request with a one-time partner, at night, Conway was brought in front of a Judge for an officer-involved-shooting incident which was the result of a shoot-out with a white male who opened fire at them without being provoked while they were parked in the street for a break. The initial shots took by the said offender hurt her partner (who was in the driver's seat), and he took off after the fleeing said offender due to her partners' direct orders instead of offering him medical attention. he called in the incident and, a couple blocks away, shot a white male matching the description of the shooter nearby a lake. The case went to trial against Conway because the said gun was not found within the following week during resourceful searches conducted by the marine division, therefore Andrew was targeted by both Internal Affairs and the local District Attorney's Office for shooting at an apparent unarmed suspect (which was a founded accusation, given the fact that, due to a rain and the fact that the suspect collapsed once shot, he couldn't test positive for gun shot residues, which was, at the time, solid evidence to establish the fact that the said suspect did not fire a weapon). The said case, once in trial, publicly escalated to a racial dispute over a Spanish female cop shooting an unarmed White male, which earned Conway an indefinite suspension. The gun used to shoot Conway' partner at that time was found in the said river during the days of discovery in the said case, and the DA's Office decided to cut a deal with the defendant (the suspect) given the lack of actual evidence of him having or not having the gun (since the gun was found in the water, fingerprints weren't an option either), therefore the charges were dropped from attempted murder on a peace officer to aggravated battery with a weapon and Conway was cleared for the incident in court. However, the department decided to force her into early resignation given the fact that the public did not agree with the courts' decision and still inflicted numerous protests against her and police brutality in the city, and this stained the department's public image.

In 2016, Conway moved to Red County and established herself in Dillimore. he worked as a rookie freelance mechanic for a few months to earn a living while he kept floating around room mates on rent for about six months. This is when he met her best friend, namely Barbara Walker, and both Barbara's sister and cousin (Mariah Walker and Susan Walker). he moved in Blueberry to live with Barbara in the summer of 2017, and by the time he became an academy student within the State Police Academy (batch 43), he bought an apartment in the same complex as Barbara from Susan through a mortgage loan. In August 2017, he graduated at the top of the academy as a full blown Probationary Trooper with interest in the State Police Detective Bureau. Prior to her officially becoming a Trooper, he met Vincent Moretti after having a run in with the Cavanaugh's and quickly developed a relationship with him, which ended abruptly with Vincent disappearing after disclosing to Andrew that "he hopes they will be together no matter what", which made her paranoid. Conway hit rock bottom by the time when he was almost going to be evicted, by the time when her 2011 HEMI Challenger was also stolen and wrecked, which led her into extended shifts and craving for over-time clearance. he has been playing beat the clock for about a week, until he accidentally ran a stop sign and crashed into Captain Jake Anderson's car, who actually gave her a break, but told her that he's on thin ice. Conway took a couple of shifts off to figure out her way through life at this point: he put up the apartment for sale and ended up living in a Fort Carson Motel for about a month, until also managing to sell her wrecked Challenger to a local collector for the same price he bought it from the Dillimore Automotive Shop. In the meanwhile, Andrew stumbled upon Robby Wilkinson and ended up developing a crush on him ever since. Robby didn't stick around too much, unfortunately, which made Andrew to be clinging onto him and to be trying to reach out to him while he blames herself for whatever he could have done to make him disappear from her life. During this period, he met Joe Mollinaro and John Leggieri, and ends up with a theory of what could have happened to Vincent after learning from Rafael Lewis, who has been the father figure in her life ever since he decided to tell her that he is recommending her for a position within the Detective Bureau (and is also grooming her for it), their role within the Sacramanos, along with the fact that Vincent was a soldier for them by himself.

She settles at 3 Vale View on Crest Street, Palomino Creek all alone by the time she finds out that she made it through the field training program of the State Police Department. This is when, with David Gonzalez in mind and his love for dogs (who has been acting out as a role model for her and has invested some time in educating her through her probationary period, given the fact that Conway never even met her training officer), she decides to adopt a retired German Shepherd from the department's K-9 Unit, namely Luna, when she finds herself alone and with no one by her side after an injury provoked by a car accident while on duty.

An unexpected reported death of Paul Girottio, one of Conway' informants on the Sacramanos, has her get in the current detectives' sights and she ends up being specifically ordered to back away from the case and let actual qualified personnel to deal with it. At first, she changed her phone number, but Joseph Sparacino, the main informant, manages to locate her and he keeps on trying to reach out to her under the excuse that he is paranoid about him being the next on the Sacramano hitmen's list. Andrew does her best at refusing to help Joseph under the price with having to live with herself, and directs him once more to Detective Lewis. She eventually takes the decision to back away from Red County before she sinks deeper in the hole she got herself into, and moves in at 8 Lamond View with Luna. She also buys a second hand car, namely, a 2010 Dodge Charger.

Our Trooper focuses on her priorities and beat duty, under the guidance of Rafael Lewis, and focuses on graduating from the current academy batch. Upon graduation, she finds out directly from the Colonel that he wants her to have a speech ready on behalf of her academy class with thirty minutes before the graduation ceremony would begin. She ends up improvising a speech based on her experience within the State Police and, somehow, speaks through the Colonel's character and earns a seriously rare reward: an immediate promotion to the rank of Trooper First Class, taking a jumping over the State Trooper stage, along with the High Achiever Award for having the highest score on her academic examination, and this is how she wraps up an entire year within the San Andreas State Police.

After the graduation, Conway successfully joined the State Police Detective Bureau and showed amazing investigative skills during her short tenure in this branch of the department. She finished her training very easily, and she got to the bottom of a murder investigation of a fellow trooper gunned down in Paris Drive as an intelligence officer, with the minimal help of Detective Nathaniel Cross, who became her partner. They found Jason Orndell guilty of discharging a firearm upon the said trooper, but their warrant to arrest him for the murder charge has been denied by the Chief Justice himself due to the fact that the Courts considered the evidence being circumstantial at best. This is what pushed Conway out of the SPDB, because she did not want “blood on her hands†of any victim that will remain unavenged. This had her approach former State Police Lieutenant I Jake Daniels about a position within the Special Weapons team of the department, after she discussed it with her partner, and learned that Cross used to be in SWAT before, and that he does not want to be apart of the Detective Bureau anyway. She succeeded in becoming a SWAT member after undergoing the operators' training, and she aspires to become a marksman in the future. Due to her passion for cars, she applied for a certification as a high speed interceptor and she aced the practical examination with almost a perfect score, which gained her the opportunity to be granted a soon-to-be Instructor position within the High Speed Interception Unit's Command after applying for the said position under Julia Bennett.

Her plans are put to an end by an unforeseen notice coming from the Colonel's Office about the closure of the San Andreas State Police, and the fact that the duties of the department will be passed onto a Sheriff's Department which is yet to be founded in 2017. She was honourably discharged from the SASP after three years of service with no pension and no retirement benefits, and, upon forwarding a transfer to the San Andreas Sheriff's Office, she was welcomed in at the rank of Deputy Sheriff Bonus II.

Conway' four year long journey within the Sheriff's Office started along her long time partner, Nathaniel Cross, who has been transferred and ranked as a Deputy Sheriff III within the department. Following Conway' experience, she takes up on the offer to become the High Speed Interception Unit's Deputy Commander, with Sergeant Eric Ramos as the Commander. She also meets Corporal Jason Kennedy, who entrusts her with a position within the Sheriff's Special Weapons and Tactics, given her expertise within the State Police. She was shocked to find out, later, that Cross himself was appointed as the Deputy Commander (renamed to Captain) of the SWAT team within the new department, and this may or may not have aided her chances of becoming an operative. During her first year, she encounters the Sheriff himself and begins to take charge of numerous tactical situations or scenes that required, more or less, someone to take charge. This is how she becomes known to the Sheriff himself and his assistants. However, Conway' short fused behaviour does get the best of her in most situations, and she had to suffer in the long run because of her attitude. After applying to become a field training officer in order to gain seniority and earn first hand experience in dealing with actual deputies as a superior, she settles once more in Palomino Creek, at 2 Outer Road. This is when her long time relation with Nathaniel Cross becomes personal, yet she never liked to admit that she felt attracted to him for a long time. During this period, she called Cross over to her place to "help her unpack." and confessed about her actual feelings towards him. Surprisingly, she learns that he has been feeling the same and they officially become a couple on the spot. It does not take long for the Sheriff himself and his people to find out about her relationship with her patrol partner, which makes her believe that Elijah Walters has been looking sideways at her ever since.

Time goes by and a few incidents happen while on the field as an operative — Conway starts blaming her SWAT superiors of incompetence, which resulted in the death of a couple operatives during an operation, and she takes this concern up to now-Sergeant Jason Kennedy, the SWAT Commander. What was only a message to make J. Kennedy understand he needs to evaluate some deputies' position within his division becomes Andrew's ticket in stepping up in the unit. She receives a reply that she will be promoted to acting Element Leader, and she may take up on the full-time position after an evaluation conducted by Kennedy himself. This also triggers a unit-wide mandatory evaluation scheme for each and every operative of the unit. She makes up a team out of Lee Elkins, Chris Myers and Jake Morgan, and she managed to qualify for the Element Leader position after her team shows superior standards during a training. Soon enough, Conway picks up the administrative workload of the unit and becomes the Head of Recruitment in SWAT. She explains to Kennedy that she is currently involved with Cross, the Deputy Commander, in a relationship, and this is when Kennedy enforces a rule that Cross may not take any action against or in Conway' favour.

An incident shakes her world when she discovers Nathaniel Cross being corrupt by harassing and stealing money from a local prostitute. She witnesses the cold, rough and dark side of his personality, one she has never seen before, and this is when she cuts him off. While she is seeking guidance about the incident, Elijah Walters, someone Conway took in her sights as an enemy, shows up and wants to know about the situation after he finds Cross crying on Conway' door step at two AM in a September morning. She lashes out on Walters and tells him that "all he wants is her badge.", and that he "has a chance now.", and this is when she learns that Walters thinks she has great potential within the department and he does not, in fact, have any kind of vendetta against her, but his behaviour comes with the job. She explains to Walters the entire incident she witnessed Cross committing and they both decide, for the sake of Cross' career and the cases that could be over turned if he would be indicted for corruption of public duty, to watch Cross and see if his behaviour changes while keeping in touch. Walters and Conway become friends from now on, and she makes an effort to "forgive." Cross, resume their relationship, but keep him on the leash, while keeping tabs on him and his behaviour.

Andrew has the pleasure to meet Mac Davenport, a reinstatee, and they begin to patrol together after Davenport successfully reinstated in SWAT. During a shift, a wannabe Sergeant aspirant takes charge of a situation when he is outranked and gives a few stupid orders, in Conway' opinion, and does so with a snobby attitude. This is when Conway snaps and lashes out on the deputy by insulting him severely, and Davenport follows suit. Detective Emily Bett, who overheard the conversation, decides to rat on Conway and Davenport to an on duty supervisor, and she takes Deputy Matthew Hudson, the "victim.", with her, in Elijah Walters' office. Davenport and Conway arrive first at the headquarters after they realize what the snakes are up to and confront them about it, but they are called in Walters' office regardless. After being yelled at and told that their behaviour was unacceptable, Conway has the surprise to hear Davenport stand up for her in this case by refusing to apologize to Hudson and, in fact, confess in front of the Sheriff that he is "indeed a fucking idiot.", and then mocks Hudson personally about it. While no disciplinary action is taken in this situation, Conway confronts both of the snakes and tells them she will nail them across badly when she has the chance, while she tells Hudson that he will never make Sergeant and he is only "a fuck up." within the department. She is pleased to find out he has been denied from the Sergeant-in-Training Program later on. After this incident, Conway and Davenport become close friends because both of them consider the other one a cop with integrity.

Davenport joins up Conway' unofficial circle within the SWAT team and, eventually, when the opportunity pops up and squads are allowed within the unit and Conway takes assignment within the SWAT Command Team, they form the Reapers Squad and bring in a replacement for Jake Morgan, who has been discharged in the meanwhile, and two additional deputies. The official Reaper Squad under Conway was made out of Davenport, who was her right hand in running the show, and Lee Elkins, Chris Myers, Danny Valdez, Dylan Fowler and Jack Madison within the squad itself.

With Davenport along, Conway becomes an aggressive cop and does not back down from brutalizing suspects as if it is an anger management technique. One day, Hakeem Foster, a black kid from Blueberry, yells on Conway' door step to open the door in a threatening way while shots are fired outside. She runs out on the back door, catches up on a foot pursuit in Palomino Creek after Foster, and eventually immobilizes him. Conway' temper gets the best of her in front of Cross and Vic Tucker, one of Conway' friends. She breaks Foster's jaw in after being pissed about the incident, and eventually, Foster is arrested for resisting arrest. When he is free, he returns for Conway, eventually makes threats, but she finds herself too busy at work to take the the said threats seriously. One day, during a SWAT training, she is informed about a fire at home in Palomino Creek, and after the firefighters deal with the situation, she is formed by the Fire Chief herself about the fact that the incident was, indeed, arson, because the house ignited due to a couple molotov cocktails being thrown on the front porch. She ends up living together with Cross in Dillimore, and she does not suspect Foster for the incident until he indirectly brags about the incident on a SAN talk show after dropping Conway' name in a discussion topic revolving around police brutality. It was Andrew Blair, Conway' assigned boot, first patrol day, when Conway hears about the incident and tracks Foster down. She progresses with a simple detainment and takes Foster away in Los Santos, where she unleashes hell upon him by almost killing him by beating him and threatening him to either leave the town or never mention her name nor get close to herself and the ones she cares about ever again. Blair helps her to cover up the incident and they become friends while Conway rewards him with a very positive field training report for his first day.

One day, during an armed pursuit, Conway and Davenport were deployed under a SWAT unit operating a Bearcat and they were leading unit in this operation. Mac was driving and Andrew was updating. Coming up on Interstate 226, Davenport took a sharp turn on the incorrect line in an attempt to intercept the suspect on the other side, but he collided with Lieutenant Jason Rowland who was operating a high speed vehicle and did not announce he is in the incorrect travel line. This leads to a whole incident where, in front of the Lieutenant, Conway acts as the backbone and takes responsibility for Davenport's actions under the pretext that she gave him an order to swerve to the left, in the incorrect lane. While reviewing the dash cam footage of the incident, Rowland learns that Conway lied to him and this leads to a whole new argument where Conway finds herself demoted from her Deputy Sheriff II rank, at which point she states she will resign from the department.
Elijah Walters, Rob Halstead and Jason Kennedy tried to make her change her mind, and she did try to fight the disciplinary action, but her hearing never made it through. Therefore, she officially resigned from the department in October.

He moves out of Nathaniel Cross' place to a motel room in order to cope with the usual expenses without a job and she finds different side jobs in the course of a few months (she worked as club security, waitress, bartender, etc.) until a call from Lewis Fletcher, the first partner she has been assigned to while being an intelligence officer in the State Police Detective Bureau, gives her the opportunity to be hired in the State Courts. Later on, she receives a job offer to become an Investigator for the District Attorney's Office, which she accepts.
